  1. What is the Skills Passport?

    Skills Passport is a one-stop repository where you can view and manage your skills, certificates and licences. e-Certificates and OpenCerts can also be downloaded from Skills Passport. This service is only available for Singaporeans and Permanent Residents.

  2. What kind of information can I store in Skills Passport?

    You can store your skills (language, technical and critical core skills), certificates (education and professional certificates) and licences (driving, vocational and other licences).

  1. What is OpenCerts?

    OpenCerts is a platform developed by Government Technology Agency (GovTech), which supports the issuance of digital certificates and the verification of the authenticity of those certificates.  
     

  2. What are the benefits of using OpenCerts?

    Individuals

    Individuals can conveniently store and access their digital certificates from the Skills Passport within their MySkillsFuture accounts. Besides supporting their skills and career development journey, individuals will no longer need to obtain physical certified copies of their certificates.
     

    Employers

    Employers can easily verify the authenticity of the certificates on https://opencerts.io.

    Institutions

    Schools and certificate-issuing institutions can issue digital certificates and transcripts in the OpenCerts format, without having to invest in similar platforms of their own. Administrative load is expected to decrease as the demand for physical certified copies of certificates is expected to drop.

  1. Where can I find and download my e-Certificates and OpenCerts?

    With effect from 2019, all Singaporeans and Permanent Residents can access and download WSQ e-Certs and digital certificates uploaded by training providers from their Skills Passport. The steps are listed below:

    Step 1: Visit MySkillsFuture.gov.sg.

    Step 2: Click on ‘Access E-Services’.

    Step 3: Select ‘Download Certificates’ and you will be prompted to log in.

    Step 4: Log in via Singpass and you will be redirected to the Skills Passport page, where you can view your list of learning achievements. .

    Step 5: Click on the specific record and click on the e-Certificate or the OpenCerts icon to download the respective certificates.


    Foreign alumni/trainees who graduated from local ITEs, polytechnics and universities, or have completed WSQ training, can self-help and retrieve their Qualification Certificates or WSQ Certificates by following the steps below:

    Step 1: Visit MySkillsFuture.gov.sg.

    Step 2: Click on 'Access E-Services'.

    Step 3: Select ‘Download Certificates’ and you will be prompted to log in.

    Step 4: Log in with the Portal ID issued to you to access your certificates.

    Step 5: If you do not have a Portal ID, click on 'No Portal ID' and enter the relevant information to retrieve your certificates.

    For foreign trainees with valid Portal ID

    Step 4a: Click on “Portal ID” and login with your Portal ID and password. Then, go to “Profile” and connect your Portal ID with your social media account to continue to access your certificates.

    For foreign trainees without Portal ID

    Step 4b: Click on 'No Portal ID' and enter the relevant information to retrieve your certificates. For ID Types: 

    1. Select “Previous NRIC / FIN” for ex-Singaporean or FIN-holder 

    2. Select “Passport Number/Foreign ID” for foreign passport or identification

    Then, select your preferred social media login to connect your account with your social media account to continue to access your certificates.

    Step 5: After connecting to your social email account, you will be able to view and download your certificates from the “Certificates” tab of the Skills Passport moving forward. See next question below for steps to access Skills Passport.

  2. How do I access the Skills Passport?

    After logging in on MySkillsFuture portal, click on the profile icon on the top right of the homepage, then select “View Skills Passport”.

  3. How do I share my OpenCerts certificates?

    You may download the certificates on Skills Passport and attach the OpenCerts file (.opencert) as an attachment in an email.

  4. I received an OpenCerts file (.opencert) file from an institution, but it is not stored in Skills Passport. Can I upload it onto my Skills Passport?

    You can follow the following steps to upload an OpenCerts file onto your Skills Passport:

    Step 1: Visit MySkillsFuture.gov.sg and log in with your Singpass.

    Step 2: After logging in, click on your profile name for a drop-down menu and select ‘View Skills Passport’. 

    Step 3: To upload an OpenCerts certificate, click on 'Add Qualification'.

    Step 4: Fill in the relevant details and upload the OpenCerts file.

  5. Is there any fee involved for me to use OpenCerts?

    No.

  6. Can I rename my OpenCerts file?

    Yes, you may rename the OpenCerts file but you must retain the file extension (.opencert) for it to be readable.

  7. I did not receive my OpenCerts certificates from my institution. Who should I contact?

    Individuals may contact their respective institutions for more details on the availability of their digital certificates.

  8. Will I continue to receive physical certificates from my education and training institution, in addition to the OpenCerts digital certificates?

    Please contact your respective education and training institution directly for clarification.

  9. If I do not have a Singpass account, can I access Skills Passport?

    You can only browse sections and search for information that does not require logging in. To access Skills Passport, you are required to log in with your Singpass account.

    You will need your Singpass account to register for an account on MySkillsFuture. Click here to register for a Singpass account.

  10. How do I view my OpenCerts?

    After you have downloaded your OpenCerts file, launch a new web browser window and visit  https://opencerts.io. Drag and drop the OpenCerts file onto the page to view the digital certificate. Alternatively, you may click on the OpenCerts icon found under each training record under Skills Passport and the OpenCerts file will automatically load on the verification website.

  11. Do foreign alumni of Singapore education institutions have access to MySkillsFuture to retrieve their digital certificates?

    All Singaporeans and Permanent Residents can access Skills Passport in their MySkillsFuture accounts using their Singpass. With effect from 2019, foreign alumni/trainees who have graduated from local ITEs, polytechnics and universities can self-help and retrieve their qualification certificates from MySkillsFuture by following the steps in Q1.

  12. I recently became a Singapore Citizen/PR. Will I be able to merge the records in my foreigner and Singapore Citizen/PR accounts?

    No, you will need to download your certificates by accessing the ‘Download Certificates’ function via ‘Access E-Services’ on the home page. After downloading your certificate(s), you can upload them to your new MySkillsFuture account with your new ID. Refer to Qn 3 on uploading OpenCerts.

  13. I am a foreigner and recently renewed my passport. Can I use my new passport number to download my certificates?

    You will need to enter the Foreign ID, e.g. passport number used during the registration of your course.

    Note: Regardless of the number of times you have renewed your passports, foreigners would need to input the Foreign ID, e.g. passport number used for course registration to retrieve the certificates.

  14. If I have questions on my OpenCerts, who can I contact?

    Please contact your issuing institution. Contact info and more details are available at  www.opencerts.io/archive/registry. Otherwise, you may raise a feedback via this form.

    For training providers, please ensure you are subscribed to Upload OpenCerts & Delete OpenCerts APIs. Detailed steps in the conformance test packages are shared with training providers to verify test result with SkillsFuture Singapore (SSG).

  2. Is there any fee for me to set up Opencerts?

    Yes, it is typically done through a 3rd party collaborator who have demonstrated knowledge of implementing OpenCerts at www.opencerts.io/collaborate. For more information, please visit www.openattestation.com .

  3. If I have questions on my OpenCerts, who can I contact?

  1. How do I verify the authenticity of the OpenCerts certificates?

    A digital certificate can be easily verified by employers directly through the OpenCerts platform (https://opencerts.io), which will check the certificate data against its code on the blockchain for validity and signs of tampering. Each digital certificate will have a unique cryptographic proof embedded within, which allows for secure verification of the certificate.

  2. What happens if an OpenCerts (.opencerts) file has been modified?

    The modified certificate will fail the verification process and be flagged as having been tampered with. This mechanism helps to ensure that certificates sent to a receiving party are authentic (i.e. they have not been tampered with).
